Best used when:

- The Bearing Pocket is not exactly Squared or the sides of the wheel web that the Bearings press against are not exactly parallel. 
- The plastic Chrome or other surface materials do not allow for a perfectly square corner to the wheel hub causing misalignment of the Bearings and not allowing the wheel to roll freely.

There are large pass-throughs at each end of the tool in case there is a need to insert a breaker bar or screwdriver to allow more torque. 

There are also parallel flats on the non-cutting end of the tool to allow placement in a vice, which will allow more torque on the Cutter end of the Precision Tool.
